I’m not sure if this is working as intended but in Firefox 9.0.1, opening a site that has a red ‘X’ in the Google search results allows the site to load before the “Malicious website blocked” screen appears. Seems to me that if there was an exploit on the main page that it could infect your PC before the website blocker kicks in.

Had same problem as you on a few occasions. SendOfJive is correct with the explanation.
No worries but always surf safely. You can always check a site first with Norton SafeWeb.

Sorry but this isn't really an acceptable explanation. It still allows you to download potentially harmful items.
For example:
While downloading newer versions of MySQL, one of their hosting sites is flagged by Norton however the download box to download the installer appears before the "malicious website blocked page".
If the point of the warning page is to inform / protect the user then it should appear before any download boxes appear.
To reproduce:
- Open the MySQL .NET connector download page
- Scroll down and choose the "Semaphore Corporation" mirror (I won't direct link since this is the problematic site)
- The download box appears before the warning page
