I wish to download documents backupped in norton cloud on my smartphone, but browsing my norton the folder and file listed is partial. Support says it’s slow but it remains fixed

@bjm 's comments about Norton Backup only working on Windows is correct as far as creating backups. On mobile devices you can only view and download files that you have backed up on your Windows devices.
What device and OS version are you using?
Do you have a sense of what files are missing from your listing on the mobile device?
Try restarting your device and then check the list again.

Sorry but editor works bad. I Confirm i onlty want to read/download a file from bakup set, not bakup/restore it. bot ipone and android list few file and folder (it stops at “bo” ordered alpabetially
Is it possible that the files you are looking for are in one of the folders listed? If so, tapping on that folder will list the contents of the folder.
