Manage time limits per person, not per device

How do I set a total time limit per child regardless of what device they use? Example... I want my child to have 3 hours tech time a day. I don't care what device she uses. When I set it to 3 hours, because she has 3 devices it's giving her 9 hours. This doesn't make sense? Is there a way to set a total limit per child?
