Manual Virus Scan will not run. (old problem)

This is an old problem, got this after a few months I installed the NIS 2013 since last year.
The problem is that everytime when I try to run a manual virus scan (full scan, quick scan, removable drive scan and etc), the software itself is not responding.  I've to restart my laptop everytime to get it working again. (What I'm thinking is that it's alomost like the virus scan feature is not loaded everytime when I start up my laptop till I restarted it.)

My laptop had been checked by malware expert to be free from system file damage and I've throughly uninstall and reinstall my NIS software.

Here are some things to let you guys know:

1. This isn't the first time I tried uninstall and reinstall my product with NRnR tool. Asking me to try it again will not help much in solving this issue.

2. My internet connection is stable, the software itself is always up-to-date. Including its version.

3. Now using Windows 8.1 64 bits. (Issue presence ever since Windows 8).
