Norton is automatically blocking access to my Postgre SQL and one other program. I would like to know how I can change my settings manually to allow these two programs to run. I was unable to find the firewall settings tab for programs. I am using the Norton Internet Security Suite 2010.

It will be a short while before the rest of us will be able to see your pictures. The Mods have to okay them before they show properly. It won't be long.
In the meantime, check your history log as well to see if any blocks are noted.
Thanks a lot for explaining that one! I did not see any block noted but yesterday when I was using the program, Norton did ask me if I wanted to block it since it was behaving suspiciously. I chose the allow option and apart from that I cannot find anything to suggest a block is in place. Furthermore, I have gone to the program list and changed the access state to allow for both the program in question (Holdem Manager) and a program called Postgre SQL.. But the aboce message (as shown in the pictures still pops up). When Norton is unistalled there is no problem in running the aforementioned programs,
Please keep your Norton installed. Uninstalling it and reinstalling over top of itself causes other issues. Are these programs actually on your machine, or are you attempting to contact an offline server to run the programs? Have you included these programs or servers in the trusted intranet zone in your browser if they are off-line. It could be that having allowed the connection in Norton, the server is not allowing the connection.
Did you try turning off the Smart Firewall component from NIS for temporary purpose and checked whether you can use Postgre SQL?
If not, try that first. I think, you need to allow the communications through Port:5432 for Postgre SQL by creating a firewall rule.
