Try disabling the Antispam in Outlook by going to the settings in Internet Settings> Antispam> Client Integration (in NIS2009) and unchecking Outlook. (Hit OK, OK) Open Outlook and delete the Norton Spam folder. Close Outlook. Redo the setting in the NIS2009 to enable Antispam in Outlook. Open Outlook and answer Yes to integration. I'm not sure if this will have to go through retraining the spam database (should not because you did not fully disable Antispam); if it pops up then do the training.
