That 16-Dec-2024 BleepingComputer article Windows kernel bug now exploited in attacks to gain SYSTEM privileges also states:

Redmond patched the bug during the June 2024 Patch Tuesday, with proof-of-concept exploit code released on GitHub four months later.

… so there’s also an onus on everyone, including government departments, to keep their Windows OS patched to prevent this vulnerability from being exploited.
