This is an “out of band” update that corrects an issue that was introduced with the August 2025 patches. That update had the following issues: *Patch up everyone!!
Affected users which attempted to reset and recover the device fails. This issue happens when users perform one or more of the following processes:
System >Recovery > Reset my PC
System > Recovery >Fix problems using Windows Update

Indeed, more do directed at the Windows 10 crowd than Windows 11 ALTHOUGH some W11 users did see the issues.
