My computer was slowing down and freezing here and there when I ran the Norton, so I had an agent look at my computer remoptely but coudnt find anything, so I was looking at my computer and found this under firewall.

The following endpoint is used for by the Microsoft Wallet app. To turn off traffic for this endpoint, either uninstall the Wallet app or disable the Microsoft Store. If you disable the Microsoft store, other Store apps cannot be installed or updated. Additionally, the Microsoft Store won't be able to revoke malicious Store apps and users will still be able to open them.

So have you found this file in another location from where Microsoft says it should be? If not, you have not found any spyware. An entry in the firewall rules does not count, as it is not in a separate file location. It just points to the original MS file.
