Missing payment

Hi , its about a purchase I made at Norton website on 26th Feb. since then no subscription / billing details or order details received. I have shared payment details with Norton support over chat and call… no one is paying attention to it. is it normal?

I have raised a dispute thru my bank and is going to report to consumer forum in India. but its best that i can report it to Norton head Office as well because no one in Norton is saying anything other than

‘wait’ by front line reps. i am wondering if Norton does frauds?

While it is frustrating to experience delays with a legitimate company like Norton, these symptoms—lack of confirmation after payment and unhelpful support—can sometimes indicate a phishing scam where a fake website mimics the official one to steal payment details. However, if you are certain you used the official site, following up with their corporate headquarters is a valid next step.

Corporate Contact Information
Norton is a brand under Gen Digital Inc. (formerly NortonLifeLock). You can direct your formal complaint to their global headquarters:

  • Global Headquarters Address:
Attn: Member Services / Corporate Escalations
60 East Rio Salado Parkway, Suite 1000
    Tempe, AZ 85281, USA
  • Corporate Phone: +1 (650) 527-8000
  • Official Escalation Path: While they do not offer a direct corporate email for complaints, users often find success by messaging their verified social media handles (e.g., @NortonSupport on X/Twitter or @Norton on Facebook), as these teams often have higher visibility into unresolved cases.

Recommended Steps for Resolution

  1. Verify the Transaction: Check your browser history to ensure you were on norton.com or in.norton.com. Scammers frequently use domains that look similar (e.g., nortonsupport-update.com).
  2. Case Number Escalation: If you have a case number from your previous chats, call the India Toll-Free Number: 1800 102 4235 and specifically ask to speak with a “Supervisor” or “Level 2 Support” regarding a billing dispute.
  3. Bank Dispute: Since you have already raised a dispute with your bank, this is the most effective way to recover funds if the service is not rendered.
  4. Consumer Forum: In India, you can formally lodge a complaint through the National Consumer Helpline (NCH) or the E-Daakhil portal if the company fails to resolve the issue within a reasonable timeframe.

Do you have a specific URL from your browser history that you can share to help verify if the site you used was official?

Norton services in India are subject to significant geo-restrictions and regional locking based on local regulations and company policy:

  • VPN Exclusion: The Norton Secure VPN feature is completely disabled for users physically located in India. This is due to a 2022 directive from the Indian Computer Emergency Response Team (CERT-In) requiring VPN providers to log user data—a requirement that conflicts with Norton’s “no-log” policy.
  • Product Key Locking: Norton subscriptions are strictly geo-locked to the region of purchase. A product key purchased in India generally cannot be activated if you are outside of the country (e.g., in the UK), and vice versa.
  • Account Mismatch: If your Norton account is registered to a different country (like the US) but you are trying to activate a product in India, the activation will fail until you update your Account Settings to reflect your current location.
  • Payment & RBI Compliance: New regulations from the Reserve Bank of India (RBI) regarding recurring payments often cause issues with automatic renewals. Users are frequently required to perform Manual Renewals or provide additional authentication for each billing cycle.
  • Limited Services: Certain high-tier products, such as Norton Small Business or Norton Identity Advisor Plus, are not currently available for the Indian market and are restricted to specific regions like the US or UK.

Status of RBI Regulations (2026)

  • Ongoing Mandate: The RBI’s framework for processing recurring online transactions (e-mandates) remains in effect. It was originally implemented in October 2021 and has been reinforced with further authentication directives as recently as 2026.
  • Impact: These rules require Additional Factor of Authentication (AFA), typically an OTP, for the first transaction and any subsequent recurring payments exceeding ₹15,000.
  • Payment Failures: Because many international merchants have not fully integrated with every Indian bank’s e-mandate system, automatic renewals often fail, requiring users to perform a manual renewal each year.

2026 Regulatory Status

  • Ongoing Mandate: The RBI e-mandate framework remains the active standard for recurring payments.
  • 2026 Update: New RBI Authentication Directions take effect on April 1, 2026.
    • This shifts from a “rule-based” to a “risk-based” model, allowing banks to use alternatives to SMS-OTPs, such as biometrics or device-based tokens.

Impact & Transaction Limits

  • Standard Limit: Additional Factor of Authentication (AFA) is still required for most recurring transactions exceeding ₹15,000.
  • High-Value Exemptions: Since late 2023, the limit for AFA-free recurring payments was increased to ₹1,00,000 for specific categories:
    • Mutual fund subscriptions.
    • Insurance premium payments.
    • Credit card bill payments.

Payment Failures & International Merchants

  • Integration Gaps: You are correct that many international merchants have not integrated with the e-mandate systems of every Indian bank, leading to failed automatic renewals.
  • Manual Renewals: When an e-mandate cannot be established or the transaction exceeds the limit without user approval, customers must perform manual payments to avoid service interruptions.
  • Cross-Border Deadline: By October 1, 2026, card issuers must implement a mechanism to validate non-recurring cross-border transactions initiated by overseas merchants.
