Mobile Security Premium license expired

I bought Norton Security 2016 (5 licenses) and installed it on 3 desktop/laptop computers. I also installed the android app on my phone.

When I go to https://manage.norton.com/ManagementHome I see all four devices showing the same product key for my software.

However, when I click on the phone device and click "Manage your Anti-Theft features" under the product key, the browser is directed to https://mobilesecurity.norton.com/en/Product/Dashboard?lc=en and under the device name it shows "Premium license expired" 

Clicking the device link take me to https://mobilesecurity.norton.com/en/Product/Lock?machineId=nnnnn.., and displays a yellow box stating "Upgrade to the Paid version from the device to access this feature."

I tried "Register a Purchase" from this page https://mobilesecurity.norton.com/en/Product/Dashboard?lc=en but ""Premium license expired"  always shows.

How can I resolve this problem so I can use the Lock Device features, etc ???
