I have run Norton anti-virus several times, and it is not picking up this infection. Is there any Norton update to solve this problem?

Your problem may not be a virus. There are other types of infections. I would try either the free scanner from Malwarebytes

or the one from SuperAntiSpyware
once and if that doesn't solve the problem I'd go to one of the free specialized help sites listed below and work with a single sepcialist there to resolve the problem.

Donn2016, it's not a virus, could be a potentially unwanted app though. Certified toolbar is an add-on/extension. You need to find and remove these:
- Certified Toolbar 2.1
- Protected Search 1.1
Since it changes web browser's settings you will have to reset them manually.

Next time, pay more attention when installing software which comes bundled with toolbars or additional search providers.
