My NIS2009 has quit

My NIS 2009 has stopped working, none of the links, icons, program app listings for Norton will start the program. At best I get a dialog box explaining there has been an error and asking if I would like to let Microsoft know !

I'm running the latest update of Norton Internet Security 2009 on a machine with Windows XP SP3. There's over two months left in my subscription. NIS was working perfectly until recently and I have no idea of when or what caused it to quit. I attempted to use the Norton Recovery Tool but it could not connect to the web for the latest updates - I did let it run anyway and it found no problems.

I assume that if I uninstall it and reinstall it, it will begin to work again. But I'm not sure what the proper procedure for doing this is. Last time I tried this, I ended up reformating my hard drive and reinstalling everything (2 weeks of work). I hope to advoid it this time. Any suggestions ?
