Any VPN should do. It is really a matter of personal preference. Perhaps the link to a list of free VPNs posted earlier by PatsSoxBruins will be helpful. Or the VPNs already suggested by 20750065 or peterweb.

If the chat window stays blank, do you have a popup ad-blocker enabled in your browser? If you do have one, have you allowed Norton.com into the ad-blocker?
Have you had your computer checked out to see if you have some malware which might be causing these issues.? There are some free malware removal sites which will help you to test out and clean up your computer. You can have your computer checked out even if you don't have any malware.

I do not believe choosing a VPN is the issue here. He clearly wants to speak with a Norton chat representative. He will not tell us why. He only want to chat with them via VPN.This is what I am gathering from his posts. There are a lot of different VPN's out there. All of them work with any type of security. It is just a matter of configuring it.Here is a list of free VPN's.

You did not mention whether you have done a restart of your Win 10 system. Not just shutting down and then restarting, as if you have the Fast Startup feature enabled you do not get a full shutdown needed for updating running system files.
I use Hotspot Shield VPN with no problems with Norton Security.

I checked with PIA but it involves disabling part of Norton and making other changes. All too hard.

Connect Safe isn't a VPN. It's for your DNS settings. It's basically for content filtering.

You would have to ask the chat support person. But again exactly why do you need to use Norton chat support? Is there something we here in this community can help you with? Norton does offer a VPN but for mobile devices.

Which indicates to me that Norton is blocking a certain website. Norton chat is not a cure all. We in this community are here to help also. If you need to chat with Norton then exactly why do you need to do this? So you are going to chat via this link?
