I have a large distribution list of 200 or so emails. It is a community e-notice board, not an attempt to send out spam. I have been sending out Homewatch messages, and items of news to the community for ages this way. Unfortunately I now get an error message (number 455 or 445 I can't remember,and I can't find it) saying that it has blocked my mail. Is this problem resolvable? Bit of a novice aged 63 and female.

That error is being generated by your Internet Service Provider. They may be viewing your mail as spam. Norton may be merely relaying the error message from your ISP.
If you are sending from the community domain email address as opposed to your personal email address, you may have to add a reverse DNS.
Your best bet is to call your Internet Service Provider or in the case of sending from a separate domain, contact the hosting service.

One other possibility is to divide your distribution list into a few smaller lists. Send a list wait a short time and then send another. If the filter that is blocking you is using number only this should bypass it. If this doesn't help, just ignore it

I already did this, and my mails seem to be getting through; it's tiresome though - having three groups instead on one!
I don't think it is number only. This 'e-notice board list' list has fewer people than my 'Village newsletter list', and (so far) that is going through OK. Again, thanks, Suleaf

I think you are right, the message did come from somewhere else. The problem is, once I replied to them and explained, the dialog box went and I can't find it now. But I still haven't had a reply from them. I am sending from my own email address as this started with just a dozen homewatch people and then it grew!

Hi,
Glad to hear that you are getting your messages out. I understand tiresome, but I will accept that over 'not at all'. A trick that I have used to get around some of the various filters outgoing as well as incoming is to place my distribution list on the BCC line and my name on the TO line. Then I get a copy, confirms that it was sent and individual copies are sent to each of the names on the list. No mass mailing, no possible compromise of email addresses by having them all listed where everybody can read them. Might be worth consideration.

Hi Dick, thanks again. I ALWAYS use BCC to avoid having long lists out there in cyberspace, but I have never thought to put my own name in the TO box. I didn't click on 'resolved' as I thought there might be more suggestions out there. I don't use these blog / chat / forum sites very often - too old! I shall tick now.
