Since the windows update last Friday March 12, I have been without protection to my laptop.
I have deleted all traces of the program.
I signed into my Norton account and downloaded the “Norton Remove & reinstall tool.
I was prompted to sign into my Norton account again. All looked good but the secure VPN will not work for my region. I cannot even select my region. Additionally, I get a warning stating Secure VPN has experienced a connection failure. Please try again later. I feel at risk asking for help!
Imacri, thanks for confirming the two options. I used the 2nd one, the advanced "Remove Only" method, which required me to log into my account to re-download Norton 360 and do a clean reinstall. Fortunately, I did not/do not have any other Norton products on my PCs.

The Norton Remove and Reinstall (NRnR) tool has two removal modes.
The standard "Remove and Reinstall" method (Remove and Reinstall | Remove) simply refreshes your installation by removing the current product and then automatically reinstalls the latest version (see the support article Download and Run the Norton Remove and Reinstall Tool).
The advanced "Remove Only" method (Advanced Options | Remove Only | Remove) does a thorough removal but does not automatically reinstall the latest version (see the support article Uninstall Norton Device Security on Windows). After the wipe is finished the user can reinstall their product by logging in to their Norton account at https://my.norton.com/account/subscriptions and clicking the yellow Download button on the My Subscriptions tab to download the stub installer (download manager). This clean reinstall is the preferred method to fix stubborn problems but the support article also warns that using the NRnR tool in advanced Remove Only mode will remove all other Norton products like Norton Utilities, etc. (except Norton Family).
When you say "complete" removal, did you perform a product refresh using the standard Remove and Reinstall method, or did you perform a clean reinstall using the advanced Remove Only method?
I had a similar problem simultaneously with 2 PCs not being able to turn on nor connect to the Norton Secure VPN. I can now turn on the Norton Secure VPN and successfully connect to it, including the ability to confirm the VPN Region. Me too, however the VPN No Connection (no specific related errors #s listed) issue started yesterday on 2 of my PCs, a desktop and a laptop/notebook. One PC alone might have an individual problem, but when the VPN No Connection showed up simultaneously on 2 PCs...that is likely not a coincidence. Links provided earlier by poster BJM to potential solutions have not worked for me. And, rebooting both PCs did not solve the problems, and neither has rebooting the Modem/Router.
