I tried disabling/enabling the Outlook client integration, but unfortunately it had no effect.
I restarted the PC twice—once after I disabled Outlook integration, then again after I enabled it ... no luck.

Now try these steps.................

Start Microsoft Outlook.

On the Tools menu, click Trust Center.

In the left pane, click Add-ins.

In right pane, select Disabled Items in the Manage drop-down list and click GO.

In the Disabled Items window, click Norton AntiSpam, and then click Enable.

Click Close.

Exit Microsoft Outlook.

Thanks! That did it!
For some reason The AntiSpam plug-in was not listed as a Disabled Item. Instead, it was listed as a COM Add-In. It was marked as Enabled, even though the toolbar was not displayed. I tried disabling it, then restarting Outlook like you suggested. Then I enabled it and restarted Outlook again. Outlook then shut itself down with a warning about a “serious error” that occurred with the plug-in. Outlook asked me if I wanted to disable the plug-in. I replied “No”, and when Outlook restarted everything seemed fine. The toolbar was back.
I’ll see how it works for the next couple of days.

I am using Outlook 2002 and tried using the steps you suggested - Norton Antivirus does show up in Advanced with no checkmark in the box, but when I check it and click apply, it unchecks it and does not aplply. I suspect it is disabled somehow, but don’t know how to override that.

As far as I can tell, the problem (at least on my PC) has something to do with launching Outlook 2007 from the Startup folder. My PC is set up this way, and the AntiSpam toolbar will not load correctly (even after trying the fixes outlined in your links).
After my PC starts, I can make the toolbar appear by manually shutting down and re-launching Outlook.
I am running Win XP SP2.

I am using Norton 360 v2.3.1.4 on Win XP SP2.
I want N360 to integrate with Outlook, and during installation of the 360 Add-On pack I indicated this. But somehow the Norton toolbar (with buttons for marking/unmarking spam) has disappeared.
Please let me know how to restore the spam-button toolbar. I tried uninstalling and reinstalling the Add-On pack, but it did not help.

On the Norton Add-on Pack tab, under Email, click Norton AntiSpam, and then click Configure.
In the left pane, under Email, click Client Integration.
Under “Select the email client(s) with which you want Norton AntiSpam to integrate”, uncheck the email client that has the problem.
Restart the computer.
Once restart under the same Client Integration,recheck the Email client.
Click OK.
