I upgraded today (1/12/09) from NAV 2008 to NAV 2009, version 16.2.0.7, and seemed to have this same problem. I have uninstalled and reinstalled NAV 2009.
Additionally, the application just doesn't seem to work. I am not able to run Live Update, access Settings or view History from the interface; I can't seem to do anything other than drag the window around the desktop. Occasionally I'm able to open the help menu, but eventually the app becomes unresponsive and must be shut down. I'm only able to restart it after a reboot. I have a current subscription, but I wish I had the install of NAV 2008 so I could downgrade. I'm running Windows XP Pro with SP3. Please help!
Hang on for some help on this -- as you can see earlier in the thread Oscar L who is a Symantec Staffer -- names in red -- is dealing with this.
I'm sure there is no need to downgrade.
Meanwhile could you just add to the background?
Did You uninstall NIS 2008 before installing NIS2009 or let NIS2009 do that?
If you uninstalled did you do that using Remove Programs / Uninstall in the Start / Programs / Norton menu (both should be the same in effect since Windows used the Norton module to uninstall)
If you have not done so and have no other Norton products installed (like GHOST or Save & Restore) then try running the Norton Removal Tool at least twice, rebooting each time and then reinstall NIS2009 from the download file.
I would not trust an older copy of SymNRT to be able to remove all the latest patches to the software. Since Norton are updating their products all the time, the Norton Removal Tool is constantly updated.
Note that if you have settings/white or black lists from your NIS 2008 days and want to save them there should be a provision to save them but I'm not sure where it is located and it may not apply now that you have upgraded.

It seems as though your problem is slightly different from the previous posters on the thread. From your description it sounds like you are able to launch the Norton 2009 interface, though it does not work afterwards.
Could you please also answer huwyngr's questions about the exact upgrade scenario (did you uninstall NIS 2008 completely prior to install, or automatic upgrade?) . Also if you can include details, if at any time you contacted Symantec tech support?
I upgraded from NAV2008 to NAV2009 (not NIS). The NAV2009 installer detected NAV2008, performed the uninstall and asked me to restart. After reboot, I ran the installer to install NAV2009. After problems, I uninstalled NAV2009, rebooted, reinstalled and rebooted. I still had problems and repeated the process with the same results.
I located a copy of the NAV2008 install executeable, NAV081550.exe, in "C:\Documents and Settings\All Users\Symantec Temporary Files" and rolled back to that version for now.
Sorry for the NIS/NAV mixup -- I'm so used to dealing with NIS that I don't always read as carefully as I should.
As you can see Oscar L has come in to help. Do you still want to try to sort this out? I hope so since NAV 2009 (got it right this time but only just!) really is a terrific improvement on earlier versions both in its pulse updates and and its lightfootedness.
