NAV 2009 Symantec Lic NetConect service timeout

XP pro SP3, NAV 2009 16.7.2.10

 

On startup I get an error log in system events

If I try to start the service manually, it also reports a timeout.

 

I set symantec Lic NetConnect service to manual, which avoids the error log and does not appear to hurt anything, but it raises two questions:

 

a) what does that service do?

b) why does it time out if set on automatic or when an attempt is made to start it manually and how could I correct that?

 

I have intrusion protection off (I have ZA pro firewall and a router NAT). Also automatic update is off (I prefer to run live update manually).

 

I should have added that even without that service running (its command line is "C:\Program Files\Norton AntiVirus\Engine\16.7.2.10\ccSvcHst.exe" /h ccCommon) there are two instances of ccSvchst.exe running.
