On startup I get an error log in system events

If I try to start the service manually, it also reports a timeout.
I set symantec Lic NetConnect service to manual, which avoids the error log and does not appear to hurt anything, but it raises two questions:
a) what does that service do?
b) why does it time out if set on automatic or when an attempt is made to start it manually and how could I correct that?
I have intrusion protection off (I have ZA pro firewall and a router NAT). Also automatic update is off (I prefer to run live update manually).
