NAV Won't Start

Greetings,

 

I just installed NAV 2012. 2011 was already installed.

 

There is a message in Action Center saying "Norton AntiVirus reports that it is turned off". I click the "Turn on now" button, and I get a dialog box asking "Do you want to run this program?
You should only run programs that come from publishers you trust.

Publisher: Symantec Corporation
Program: C:\Program Files (x86)\Norton AntiVirus\Engine\19.2.0.10\WSCStub.exe"

I click "Yes, I trust the publisher and want to run this program". The NAV main window then opens. However, if I close or minimize the window, the Action Center error is still there.

 

How do I turn on NAV?
