NAVDowloader.exe hanging

(trying to help the in-laws, no good deed goes un-punished, eh?)

 

Ok, in responding to the Norton popup that says "A new version of Norton AvtiVirus is available as part of your product subscritions...etc. -- I click on "more information" and follow the prompts found on this page:  https://webdl.symantec.com/?SASSERVER=lcsitemain.symantec.com&TRANSID=%2f23686635%2fA80Pvr0Y937FS

Everythig seems to execute fine, then it eventually starts up NAVDownloader.exe. Then..... nothing. No network activity, no downloading, no nothing. I can't kill the process through EventViewer (permission denied). I try to reboot (it hangs during the shutdown and I need to power off then back on) -- I rebooted several times now, it continues to "run". Trying to restart the entire process, it says one is already running -- wait for it to finish first... ya, right.

 

I've followed some suggestions found at random place around the Internet -- but nothing seems to work. Trying avoid another coupld hours of wasted time, I signed up here for help.
