NavShExt.dll breaks the Windows 7 64bit Windows Explorer Context Menu

The right-click Context Menu in Windows Explorer that uses NavShExt causes a 30-60s delay or a hang when activated.  When the item is disabled the behavior is normal.  How do I fix this?
