Hi I had this problem

so I have followed NIS and try to reinstall it. It does not seem to happen so my computer is at risk.
I can see the NIS icon on the bootom bar but it is red and Windows tells me 'Find an anti-virus program online' and 'windows did not find antivirus software on this computer;
Norton seems to be trying to connect for ever when I click on the picture but nothing happens. It does not ask me to do anything either.
NIS 2010 upgrade tells me to select my uninstall preference (I plan to reinstall a norton program. Use my settings and please remove all user data
does that mean I have not really uninstalled it yet and I need to chose the first option in order to reinstall it?
Could this relate to a malware program I downloaded on my machine (ComboFx) a few days ago?
If you cannot answer this quetiin, could you please tell me how and where should I post it in the norton coomunity?
