I normally disconnect from the internet, delete NIS, install NIS, after all working, reconnect to the internet and get any updates to program and definitions. But at least during that short period, the program provides protection using the old defs.
It seems that without any defs, I will be exposed on the internet awaiting for the defs to download and install before the program is effective.
Lexus2456, in the short time it takes for you to update to the newest definitions, you will still be protected by Norton's firewall. I wouldn't worry.
OK all,
I have never installed a no definitions version before and dont know what to expect. Does it install the NIS program and create all the folders and links to/for the definitions that it normally uses, but those folders are left empty until I run the Live Update?
So is it OK to use my normal process of:
Disconnect from internet
Use Windows Control Panel to uninstall NIS 2012
Reboot
Install NIS 2013 (no definitions) v 20.4
Reconnect to the internet
Run Live Update (which I assume will then download the current definition sets for all components - virus, intrusion protection etc?)
Or should I install v 20.3.1.22 then let it update itself?

If you have installed a version with definitions, they are still going to be at least a little bit behind. the definitions that would be included are from the date the version was posted on the servers. Those defs are not updated until you install and run LiveUpdate.

I will go ahead and answer your question for you as peterweb is offline at the moment.
Export your ID Safe Data in both .csv and .dat format - if you use ID safe.
It looks like you are trying to upgrade from 2012 to version 20 (2013), assuming this is in fact true and you have no problems with your current installation. If you have a problem,let us know as the following may not work if NIS is not working correctly.
What I would do is click on the link peterweb provided and select the RUN from the banner that will appear across the bottom of your screen. Let it run (rebooting when it requests it) it will remove your old NIS, install and activate your new NIS and retain all of your settings and your ID Safe data. Once up and running, youwill need to run LioveUpdate (rebooting if requested) until such time as LiveUpdate responds :no updates found". At this point select support from the NIS main page and then About from the dropdown and verify version 21.1.0.18.

And yes, I do want to change from NIS 2012 to NIS 2013.
However, pls re-read my posts and that I do not want to allow an "over the top" installation, or remain online while allowing Norton to do its thing. My many years with Norton has shown me that NIS leaves too much behind with that type of installation.
So back to my original procedure and questions.
Only what can I expect to see and happen if after removing NIS 2012, I install the no definitions version of NIS 2013?
NIS installation has always been a crap shoot with a full functioning program installation much less a partial install.
For example - once I install ver 20.4 (no definitions) and reboot my computer (still disconnected from the internet), is NIS 2013 going to go bonkers because it has no definitions to protect my computer with? Obviously it cant provide protection.
Will my Windows 7 x64 SP1 put up warnings via the Action Center Security that I am unprotected or Norton is reporting a problem with no definitions?
Seems something is not going to like that there are no definitions to allow the program to properly function.
Will any of that cause a problem with allowing me to re-connect to the internet and run Live Update?
Will any of this cause Live Update to have a problem properly installing the definitions and communicating with Windows to turn off its warnings?
Just seems strange to install a program that cant properly function because it has no defintions and then correct the problems and make it functional by downloading the definitions and hoping all goes together properly.
Or should I install the earlier full NIS 2013 ver 20.3.1.22 version and then allow a Live Update to ver 20.4.

Lexus2456, you could always do what you mentioned in your last sentence, and update to V 20.4, if that's what you wish.
Even with no definitions, you will still have protection from Norton, even with the default settings. Live update until no more are to be found,and make sure you go to Settings/Updates, and UNCHECK Automatic download of new version.
Fwiw, I've been using Norton for more than 12 years, and have always done an update/upgrade while still connected, and never a problem. In the interim the Windows Firewall will kick in, and once Norton is installed it will disable the Windows Firewall.

One point you need to consider is if you are using a local vault for Identity Safe, you will not longer be able to access that if you fully remove 2012 before installing 2013. You will have to create a new ONLINE vault. If you wish to continue using local vault, you have no choice but to overinstall.

The NODEF installation is not a partial product installation. The product gets installed completely, then it looks for the definitions from LiveUpdate.

The first thing Norton will do is connect to the subscription servers, then LiveUpdate to download any updates and the latest definition files. Action Center may complain until you get the Norton definitions downloaded. As long as the only program on your computer accessing the internet for that short time is your Norton, you should not have any worries.

Sorry I am late getting back to this - sometimes I can miss a reply, but I see peterweb got eveything else answered.
Yes, I did make a mistake and I am glad you caught it - it should be version 20.4.0.40 for the total update of NIS 2013.
A couple of addtional comments if I may:
- With the "no-defs" download, the download is smaller (which helps those on limited useage and or slower phone connections), is more current than an "older full version" - thus contains any patches that occurred between the two versions - cutting down on update time, patching etc.
- If I remember correctly, the Action Center will complain that you have no Virus Protection after the NIS 2012 is uninstalled - and before the reboot it requests.
- One last thing, do you think Norton would put the no-defs downloads out here if they were not safe to be used in this manner? Norton has worked hard on stream lining the installs, updates, upgrades and I have seen improvments in the ability to "save settings" when doing the "over the top" installs.
Please let us know how you get on.
