Network Firewall won't turn on, and I can't turn on Virus and Spyware protection for Norton

Hello. I’m having a frustrating time trying to figure out how to turn on my Windows 10 Network firewall. Everytime I turn on my laptop, after several minutes after logging in, a notification tells me that my Firewall is turned off. When I check, it says that Windows Firewall and Norton Security are both turned off. I try to turn Norton Internet Security on through the view firewall options in the action center, but after I try to turn it on, nothing happens. I have no idea if Norton Internet Security firewall is on or not, because when I check the Firewall Status, it says, “There settings are being managed by vendor application Norton Security with Backup”. It frustrates me because I don’t know what’s true and what’s not, is the Norton Firewall working, or is it off??? I’d really like this message to go away and not worry about it, but how am I suppose to know if my Firewall is actually turned off and everything is just messed up???

Also, whenever I try to turn on Norton Virus Protection and Spyware and Unwanted Programs Protection, it won’t let me. The turn on button is off or whatever, and Windows Defender is turned on. I bought Norton to do Virus Protection and all this, but Windows 10 will only let me use Windows Defender. And when I turn Windows Defender’s Realtime Protection off, when I go to turn one on, it only has the option to turn Windows Defender on, and it won’t let me turn Norton on. Is this a problem, or is there more to this? I don’t know.

If anyone can give me a solution to one or both of these, it would be really appreciated. Thank you.
