I first came across this file on a PC infected with "Home Malware Cleaner" virus.
It is similar to the one described here:

I am currently running NAV 2012 and am fully updated. I'll be running Power Eraser next in hopes that I can fix it. Experience has shown me that upon a system restart (which in my case is needed to fully install PE) the program likes to change quite a few of a PC's internet settings.
