NewEgg and Norton at odds - need to fix this conflict

I purchased Norton Security with Backup (download version) from NewEgg and got the invoice with a product key.   After much delay and fumbling by NewEgg, I finally was notified that the download was not available directly from NewEgg, but would have to be download from the Norton site instead.  However when I come to the Norton web site the only way to get a download copy is to go through the purchase site again and pay again!!!   What is going on here?  I have no intentions of paying twice for it, and my patience is wearing very thin after almost two weeks delay.  

Has Norton authorized NewEgg to sell download copies or not?  If so, why can't you work with them to make it work?
