NIS 19.2 still uses high CPU when not doing any "Tasks"

Updated to NIS 19.2, was using my machine and basically it became completely unresponsive for 10 minutes.  I check the Norton Tasks window and there were no tasks running during that time.   Check the NCW folder and see that the ncwfoim.db, ncwsubs.db, ncwmrc.db and ncwperfm.db files all updated during that time (at the same time).

 

As you can see, Norton decided to do this while I was using my machine as the yellow (norton) CPU usage shot up after my machine was indicated as being no longer idle.  Again Norton wasn't running any of the tasks list in the Norton Tasks window during that time.
