NIS 19.7.0.9 cannot scan after reinstall and restart

OS: WINXPPRO32SP3Current.

NIS 19.7.0.9

This is an ongoing problem.

Have reinstalled numerous times with the same result.

I run a full system scan after reinstall and running LiveUpdate, but before doing a normal restart (not the restart that is part of the reinstall).

LiveUpdate is working ok.

After the first restart following the reinstall, settings will not display, history will not display, and scans will not run.
