Have you tried the following?

1.  Run the latest Norton Removal Tool

2.  Delete all Norton/Symantec folders in Program Files

3.  Reinstall NIS2009

In theory, NRT should be doing the first two; but it doesn't seem to be.

I only did 1 and 3, I think if Norton Removal Tool is full-remove solution, maybe it need also to do 2.
I can't find Quarantine in NIS 2009 folders, and previous removal tool also delete Quarantine files.
So I suggest.

Do a search on Quarantine

C:\Documents and Settings\All Users\Application Data\Norton\{...}\SRTSP\Quarantine

Thanks, but I think it's Norton Removal Tool should do..

So I suggest it.

I agree with you.  I was only trying to provide a workaround for the present problem.  :smileywink:

Did N.I.S. 2009 not mention there were Files/Folders in Quarantine and it should ask do you wish to remove them??

There is a way you can view and Delete Quar. Files in the Norton Product: History > Quarantine.  Just thought I'd mention it.

Of course I know there I can delete the threats.
But..
1. If you have a lot of threats there, and you still only can delete one threat every time (In Quarantine users can't "Clear All" ), I think it's very trouble.
2. If you just run the Norton Removal Tool, if should be delete the threats, but it didn't. If you want to full-remove, you must know it. Or the threats still in your pc and not been deleted, I think it's a problem.
So I suggest it.

NIS 2009 build 125 The Quarantine and Norton Removal Tool problem.
I tried to re-install my NIS 2009 by Norton Removal Tool, after I re-install, I found NIS 2009 Quarantine still have the those threats, they didn't be deleted.
Norton Removal Tool not delete the threats in the Quarantine.
I think maybe it need to change if users ask full-remove.

And I want to suggest the Quarantine, now if I want to delete threats in it, I just can delete one per action.
I want to suggest add "delete all Quarantine items" if there are many items in Quarantine.
Thank you!
