NIS 2009 - changes in 16.5 & a Norton Safe Web option question

This morning after downloading 2 rounds of updates and rebooting 3 times (1 after the 1st update which downloaded the NIS Engine Fallback update, then 1 after the 2nd update which downloaded NIS Engine, and 2 NIS Resources files - this installed 16.5.0.135, but left engine 16.2.0.7, the final reboot (though not called for by the program) deleted the old engine leaving only the new.

The 4 main items that I see changed:

1) Many history entries now indicate a blue dot and "Info" vs giving them a previous "Low" rating.

2) The Miscellaneous Settings tab now provides options for Automatic Tasks Delay (explained in another recent posting), and Pulse updates on battery power.

3) The Identity Tab contains options for Norton Safe Web. And true to posting - the much critiqued Search Box does not appear by default.

Previously I was/am not a big user of the Norton toolbar programs and generally disable the programs then hide the toolbar, but Norton Web Safe holds a lot of merit so maybe someone can change my mind by answering the following:

How does NIS 2009 get the browser info necessary to make AntiSpam and now Norton Web Safe function?

Specifically are the websites you request being sent to Norton's computers or databases somewhere?
