In your case the number of trusted files if around just 32%, which means Norton skips those 32% of files that are trusted in your computer. By the way, that brings me to another question. How did you find out that Norton is skipping files.
1. Do you see a massive jump in the numbers of files scanned in the scanning progress window, which triggers this question?
2. Do you see some numbers in the skipped files, when you click on the "total items scanned" section in the Results summary tab?
Looks like those are the whitelisted files that Norton has trusted in your computer. They won't be scanned by your Norton program because Norton already knows that they are safe to exist. This is a recent enhancement that we have done to our Norton program where the Norton Insight feature checks for the known good files that are resident in your computer, and then decides whether to scan them or not depending upon the trust value.
Before we can all assume that you are safe, can you confirm if your computer is updated with the latest Virus Definitions and you have Green check mark with a status message "Secure".
Another thing that we can do to confirm if it is a scan failure or Whitelist exclusions is by performing the following steps.
1. Click Computer Settings
2. Set the Scan Performance Profiles to "Full Trust"
3. Run a Quick Scan or Full system scan
