I'm also experiening the same missing icon. It appears at start up, but disappears when the cursur hits it.
I was on with Symantec via remote access for the Service Framework error problem. That issues seems to be resloved, but I can't perform a scan or a live update. Support said that someone would call me within 48 hrs?
