Just after I got the 16.2.0.7 update to NIS2009 I had this problem for the first time. I posted to this forum with thread heading "ERROR 3040,40028 with NIS2009 16.2.0.7" I have no idea if yours is the same problem but you might want to read it and try what I did. Haven't had the problem since.

I've done some more searching and found the following suggestion in another thread. It's worked for me so maybe it'll also work for some of you.
in Norton Internet Security:
personal firewall-program control
Generic Host Process for Win32/Internet Explorer/Outlook Express should all be marked 'allow'
The post also suggested the following, but I didn't need to do this:
Run msconfig, go to startup tab, uncheck ccApp

Since using Live Update earlier this week, I too am getting the same message as many others on this thread....Symantec Service Framework Stopped Working and was closed. Seems to happen exactly an hour after booting up. Windows Vista 32bit and NIS 2008... would updating to 2009 help?

People all over the world are installing Norton, because they trust Norton on providing security and a reliable program for their computer. What Norton is not telling us is the their are MAJOR problems with this and it going to cost you many man hours. Waiting for a fix it not an option! This problem shutdown email connection and rebooting doesn't always work. Email is critical to a company and if a fix is not done ASAP, (like yesterday!) Why trust a company that is telling you to upgrade to its NEW Product - when it going to cause problems and their solution to the fix is..... You have to wait, we're working on it. That's not a business solution to keep my business!
Very disappointed and soon to be ex-norton supporter!

You can always use web based email to the problem is addressed. You do not have to use Outlook.
Web based email? I using Thunderbird. I hope your not in an IT department. As an ex-manager of IT I would have been released for telling management that OH, the software I purchased is faulty, and forget about using Outlook you'll have to use this third rate email program and by the way, all our contact aren't their!
Plus I get over 500 junk emails a day, web based email programs are not setup for good spam filtering. So what you offering is not really a solution for a business person.
Umm excuse me. I have been logging into Yahoo.com to check my email for the past 5 years. Guess what. NO SPAM. My entire family also uses Yahoo and gets no spam. Web based email is a million times safer also then Outlook.

Do you have any Ad-aware programs installed in your computer? If yes, please remove the Ad-aware program and check for the issue.
If no, please turn off your E-mail scanning feature in Norton product and then check whether you still receive this issue?
Also please mention if you have any third party security products installed in your computer.

I'm sorry but I just don't believe that. And you do force this issue often.
I personally use Outlook. The company that I work for uses Outlook. Neither I, nor the company I work for have ever had a problem with non web-based email. I could quote the vulnerabilities of web-based mail, but I don't because that may be another user's preference.
Please understand that it is a personal choice what one chooses to use for email and each user's choice should be respected instead of being criticized.
Dear Phil…I merely stated use web based till this issue is fixed by Symantec. I never said give up Outlook. Also virues and malware are known to target Outlook. It is a proven fact. Yahoo scans all email and doesnt even let you open certain attachments.

I have no argument with the information that you state regarding scanning and preventing attachments in web-based mail.
However, with all due respect to your computer knowledge, perhaps since you do not use it, you may not be aware of the security updates in Outlook.
Just a few examples: I have the ability to prevent scripts and active content from being run in messages. Additionally there is protection for my address book which notifies me if another program attempts to access it. I know that feature works, because even if I just want to use Norton to mark a message as "spam" (very few get though my mail provider), I get a warning that another program (Norton) is attempting to access the address book. I then have the option to allow or deny.
And last, but not least I have NIS 2009 scanning my incoming and outgoing email.
I believe there are pros and cons with both methods and therefore I try to stay neutral on the topic and let the user decide their preference.

I am aware of all the updates but I will still never use Outlook. GM doesnt even let us use it to email them or get email. Your ISP gives you an email address. There is more then 1 way to check your email.
I just purchased this product and it has been working great for about 3 weeks now. Today I turn on the pc and get a box that says; Symantec Service Framework has stopped working and to Please Close The Program.
I have read the posts about this, in this forum, and I have found it very helpful to see something about this issue being talked about. I had no idea as to if someone from Symantec would react to one of their customers, or just ignore them.
Symantec HAS to get a patch out for this, like NOW, I don't know if by closing the program due to this box popping up and telling me to close it, I see that the Norton task bar icon goes away, if I am on the Internet with NO firewall protection or NOT?
Does this issue apply to Norton Internet Security 2008? I was about to install this for someone, but now I have delayed that installation due to this problem possibly affecting Norton Internet Security 2008..
I have used Symantec products since about 2000 and have been a loyal customer by continuing to purchase their products. If you read any forum around the net, about any major program, there are problems and everyone has an opinion to express, just as I am doing here.
This pc is mine; Symantec get this fixed, or your customer base, via this type of information being expressed in forums like this and elsewhere, will diminish. Does this not worry the corporate folks? The loss of revenue not a concern?
I don't buy the position that Symantec is working hard on a fix. Why has this not been fixed, and an update been released by NOW, not one more day, NOW, (I know what uppercase means, but this is my pc not Symantec's). All of Symantec's customers who have this product need some 'Security'.
Leon, have you gotten all the Microsoft Updates for Framework?
As far as I know I have. The ony updates that appear at the Microsoft update site are; sideshow and silverlight, which show as optional updates. I really don't know what they are for.
If all this is true, Symantec working on a fix, well I won't get on the net without a antivirus and firewall program for protection. I had a Vista icon come up and tell me that, after the Norton 2009 went nuts, in so many words that my computer was unprotected.
What I did, for now, was to remove (and it ain't easy) Norton 2009 and installed another program.
I hope that someone posts some info when this fix is available, regarding this issue.
I actually like Norton products, but I cannot operate this way, waiting for a patch and having no antivirus or firewall protection, other than using Vista's or a freebie program.
I paid for this program and it appears that I am not able to use it for it's intended purpose, at this time.
