NIS 2009 will not move spam to the Outlook Norton Spam folder

I use Outlook 2003 SP3 on XP SP3 and NIS2009 16.1.0.33 with auto updates on.  I have previously used NIS2008 Antispam without a problem.  After the upgrade from NIS2008 to NIS2009 moving spam to the spam folder worked correctly.  However, for the past week or so it will not move the spam.  I have set every AntiSpam setting to Default. 

 

Something seems to have been clobbered in one of these recent updates.
