NIS 2010 and W7 64-bit UAC

A problem has recently come up when I tried to switch from NIS 2010 to Comcast's free Norton Security Suite.  NSS would install okay, but after re-booting would not start automatically and could not be started manually.  Clicking on the NIS icon would return an error that the file is inaccessbile and that I may not have the proper security credentials.  After working with Norton tech support, the only way I could get NSS to work was to disable the W7 UAC.

 

I then noticed that I did not have the current verison of NSS.  So, I went through the removal process again (including use of the Norton Removal Tool), and tried to install the latest version.  It would hang at "starting services."  Until manually shutting it down and re-booting, I would not have internet access.

 

I decided to reinstall my old copy of NIS 2010.  It installed fine, but the issue with Windows 7 UAC is now affecting NIS 2010 as well.  Could a recent update to either Windows 7 or NIS 2010 have caused this?  Is anyone else having this problem?  Is there a fix?
