I've today upgraded from 2009 to 2010. Every time I start Outlook 2003, the "Welcome to Norton AntiSpam" is displayed, also when the checkbox "Don't show this again" is checked.
This was not a problem in the last beta builds of NIS 2010.

I just could solve it myself: I’ve deactivated AntiSpam in NIS settings and reactivated it again afterwards. Now the Welcome Message is no longer shown. Maybee a bug in the “Don’t show again” checkbox in the welcome screen itself…

must bring up this post again: have the same problem with Outlook 2007, but your solution doesn't work for me. But to make sure:
What exactly and in which order did you activate in NIS? Was Outlook running?

Outlook was closed. I've then launched NIS2010, clicked on "Settings" under "Network", then under "Email Protection", set AntiSpam from "On" to "Off", click "Apply", then again from "Off" to "On" and once more apply.
Afterwards it already worked for me.
Maybee something more you can try (not sure how it works exactly in Outlook 2007) is to go to disable/enable the Norton Antispam Addin in MS Outlook itself.
In 2003 it's via:

- Options
- Other
- Advanced Option
- COM Add-Ins
Then simply deactive the "Norton AntiSpam Outlook Plugin" and active it again afterwards.
