As I understood Norton IS doesn't scan all the files over and over again, it scans only the latest modified files.
How do I get a Scan report, to see which files were scanned and which not.

You are correct that Norton Internet Security doesn't scan the same files over and over again. Norton Insight is a feature that whitlelists all known/genuine files in your system and keeps a track of them based on their reputation. Rest assured, all those in Winows folder and genuine operating system files and other known program files that carry a good reputation are skipped. However, this depends on the performance profile that you choose. By defualt, it is set to Standard trust where it will skip the files that are trusted by Norton Insight. If you set it to full scan, then it will scan all the files irrespective of the number of files that are trusted in your computer.
If you want to know the files that Norton Internet Security will skip scanning, then open the application ratings window. There is a drop down box that allows you to choose the files that Norton has in its trusted list. This should give you a fair idea of the files that are trusted in your computer.
