NIS 2011 new version check error

In the main window, v.18.6.0.29 I click Support -> New version check.

 

It does nothing except open a Notepad++ window with a totally blank page.

 

If I use the Symantec website, and use AutoDetectPkg it does a check, does not tell me the answer, but instead opens a Notepad++ window with a totally blank page

 

Same if I try to upgrade to 2012 any other way. All paths lead to a blank Notepad++ page with no other action.

 

Why? What should I do?
