As part of my subscription, I have upgraded NIS 2010 to NIS 2010 couple of weeks back. Last two days, everytime the laptop is booted, NIS shows a red icon and indicates to require an activation, that needs a net connection.
I am running Win Xp on this laptop is six months old.
Physically disconnect your self from the internet. That could include yanking out the ethernet cable/telephone cable from the back of your computer/turning off your wireless with either the wireless switch on your computer or turning off your router. This is to prevent any cyber attacks while you are vulnerable. DO NOT RECONNECT UNTIL MENTIONED!
Back up any identity safe data:
Uninstall the Norton software through the add/remove programs and let your computer reboot.
Upon reboot, run the Norton Removal tool installed earlier. Upon completion, let your computer to reboot or reboot manually (not quite sure why on Windows 7 the NRT doesn’t prompt a reboot).
Repeat step 4 two more times just to be sure.
Run the Norton Internet Security 2011 installation file downloaded in step 1. If you are using Windows Vista and above, right click the installation file and select run as adminstrator (as shown in the screenshot below).
Upon the completion of the installation, reconnect your internet. Then run liveupdate repeatedly until all upgrades are complete. You may delete the files you downloaded in step 1.
Optional steps. For maximum security, I recommend you to make sure the following settings are set to the below specifications:
Open your Norton GUI and click on settings.
Computer settings: In the computer settings, set intelligent file skipping to “off”. Turn on Microsoft automatic scan. Also set the boot time protection to “aggressive”. Doing so will make sure that your Norton software will load before any potential malware.
Although the above mentioned optional custom settings (step #2) are not necessarily wrong, they represent the opinion of a forum member and are not official recommendations.
The default settings in NIS 2011 have been thoroughly tested by Norton to provide the ultimate balance between performance and a very high degree of security.
Changing the default settings may affect computer performance in the following ways:
• Enable Boot Time Protection - Normal:
"Provides you enhanced protection during your computer start time without compromising your computer's boot performance.
When you set this option to Normal, the drivers and plug-ins start functioning during the computer start time before their specified time delay.
This configuration is the default setting as it ensures better boot performance along with good security levels."
• Intelligent Skip Scanning - On:
"Norton Internet Security extracts and scans maximum of 2-GB data from a compressed file. This way, Intelligent Skip Scanning prevents the scan from being stuck up with a single compressed file that contains a large amount of data. Therefore, Norton Internet Security scans your computer faster." And it should be noted that anytime you open a compressed file, it will be scanned by Norton for threats.
Most users, including myself, find the default settings provide a very high degree of security without sacrificing performance.
Of course, the final choice is up to the individual to decide what is best for their system.

Following the steps in yogesh_mohan's post would be the best thing to do, as it's the official Symantec Knowledge Base Article written for this specific issue.
Hi tim. Unfortunately the article does not remind to BACK UP the identity safe. Also based on what I’ve heard on the forums, running the removal tool without conventional uninstalation can lead to problems.
Sure - a reminder to backup Identity Safe could be used. The instructions you provided might be overkill though (and slightly off-topic). The instructions from the KB are straight forward and should be used.

This may be your personal preference but it is my understanding is not only that Norton recommend to the contrary -- do not disconnect during installation -- but also because there are currently messages here about problems with an installation after trying to install when not connected to the internet.
