When downloading and installing the new upgrade to NIS2011 on my notebook computer I consistently received an "The parameter in incorrect" error linked to NISDownloader.exe despite trying several methods of performing the upgrade and despite having performed the upgrade successfully on my desktop machine. The issue was resolved by turning off Norton Product Tamper Protection in NIS2010 prior to performing the upgrade. Hope this helps someone else.
