What this blocked option for real do? Delete that file or something else? Because that file is not going to quarantine, I checked that and that was empty.

Solution was there is that file is blocked. No further action is needed. But i want to know what that Blocked action really do file? Delete/remove that?
If you were in the process of downloading the file, blocking it would prevent the file from being downloaded or saved, so it would not be on your hard drive. Normally, malicious files that are found already on your system would be automatically removed and, in most cases, a copy of the file would be saved in Quarantine. Without knowing what you were doing with the file, and what Norton component blocked it, it is difficult to provide a specific answer to your question.
Ok then the correct answer for my case is that first one. NIS prevent the file from being downloaded or saved. But it's also good to know that second situation.
