NIS 2012 - Timestamp format in NCW submissions. What epoch?

I am curious as to what time format NIS 2012 uses in its Norton Community Watch submissions in the body of the message in the log file.

As an example, one of my NCW submissions from 2012-01-13 16:58:45 shows the following bits of information in the body:

timestart: 129709604981090000
timeend:   129709676980930000
time: 129709676980930000

Is that timestamp in milliseconds? Nano-seconds? What format?  And what is the Epoch for this date/time format?

 

If you take the start time (129709604981090000) and divide it by 24/60/60/1000/1000/365 to get days, the value yields ~4113.0646.  If that is the number of days elapsed from the actual timestamp of 2012-01-13 16:58:45, that puts it at a date of a possible Epoch time of 10/9/2000 Monday.  Seems an odd epoch time though.

 

So what is the format and what is the Epoch time it uses?
