NIS 2013 Auto Protect is disabled on Start-Up

Auto Protect was disabled when I started up the computer this morning.

 

I went into settings and tried to enable (ON) but they would return to disable (OFF). I temporarily turn off Internet connection since I had no protection. Auto Fix was not able to fix being that I was not connected to the internet. Tried to run system scan and could not because of NIS being disabled. Started up in safe mode and was able to run a system scan. "Found tracking cookies only" I re-booted in normal mode, and was then able to turn protection on through settings. Ran system scan again and found nothing. I then ran Norton Power Eraser and supposedly found bad file "rikvm_9ec60124.sys"   (path> C:\Windows\system32\drivers\rikvm_9ec6012.sys).

 

Why would all auto protection be turn off and why was I not able to turn them back on?
