Have you tried turning off Compressed File Scan in your scan settings?
Yes, I tried turning off compressed file scanning and I still get the error.
Searching for your error on Norton's site, says to run the Norton Power Eraser, then try to reinstall your product.
A caution for NPE...If you are not familiar with Windows files and settings, NPE can make things worse or even make Windows unbootable. If you wish to try that, you can allow the scan but wait to post back here with what it finds to make sure you do not allow it to remove what it should not. Download here norton.com/npe
If you wish to move right to a reinstall, you can use the Norton Removal and Reinstall Tool.
Download the Norton Removal and Reinstall Tool from here www.norton.com/nrnr
If you use Identity Safe, backup/export your data. Use the CSV format for compatibility.
Run the Norton Removal and Reinstall Tool.
Reboot.
Run LiveUpdate manually a few times, rebooting as necessary, until no updates are available.
Try to log into your Identity Safe. If you can, you are done. If not, Import your Identity Safe data.

Norton recommended the remove and reinstall tool when I got the error. I followed the steps, and removed and reinstalled, and still get the error during a scan.

I tried Norton Power Eraser and it didn't pick up anything. I then did a manual uninstall of NIS. I selected the setting to remove all saved passwords, preferences, norton keys, etc. After a reinstall the scan seemed to work fine. I'm not sure if the bug was fixed, or if one of my preferences was causing the issue. I'm thinking more of the later.
So it seems the solution is to do an uninstall and reinstall, and select the option to remove all saved passwords, preferences, norton keys, etc.

Glad to hear you have things working again.
Often if the Removal And Reinstall Tool does not work, a more thorough uninstall using the Norton Removal tool can be the solution.
