NIS 2013 Network blocking

Since both my laptop and desk top PC has upgraded to NIS 2013 my computers cannot communicate via my home network. Internet connection is working fine on both, but file sharing between the 2 is not. I receive on both computers the Network Error code 0x80070035 "The network path was not found".

 

I have gone through and checked all the settings I can think of, making sure that each network is marked as shared by all users and not password protected. But, with my limited knowledge I'm sure I am missing something obvious. Even though NIS transferred settings when updating to the new version, something has obviously been changed.

 

Can someone please give me some basic network or firewall settings for me to check.

 

My desk top PC is running Vista Home Premium 32 bit.

Lap top is running Windows 7 Home Premium 64 bit.

Would this apply to my problem of when I attempt to access content my various PCs on my network via my various Sony BluRay DVD players (attached to my Yamaha or Onkyo Receivers in my home entertainment system network)?   I get a message “Server Startup.  The server is currently starting up.  Please wait.  Startup may take a few minutes.  Cannot access server.  Wait a few moments and then attempt to access same server again or turn the media server’s power on and off.”

Repeated efforts never produce any luck.  It used to work fine.  I disabled the Norton Internet Security (NIS) for 15 minutes thinking it might be interfering but I still got the same message.  Any ideas?

 

How do I change the "trust level" to "full trust"?
