NIS 2013 updates still require restarts

One of the information points in the sticky post about NIS 2013 says that "all patches and product upgrades will be downloaded automatically and will not require a restart."

 

I just installed NIS 2013 and ran Live Update (because it didn't run on it's own for whatever reason) and the first thing it did after finishing installing the updates was tell me that I needed to restart to apply an update.  

 

If requires restarts to apply some updates, why say it does not require restarts?

NIS 2013 does not ask me to reboot after updates

Exception: Norton Toolbar for Firefox.

 

Even though I don't have Firefox installed, after the toolbar update for Firefox 16.0, I was "forced" to restart for the update to, ahem,  take effect.  Although I can theoretically select "restart later" for eons, at some point, I would have to restart for that update to take effect.

 

I wonder what would have happened if I had managed to postpone the restart until after the toolbar updated for Firefox 17.0?
