NIS 2013 upgrade has gone horribly wrong

A week ago I upgraded to NIS 2013 from 2012. Initilly the upgrade failed, the help provided checked my system and said I had no Norton product installed. I logged into my account, downloaded and installed 2013. That worked well, the problems I was having with 2012 were fixed and all was fine.

Then yesterday all hell broke loose. ccsvshst is using 97% cpu and never calms down, I let it still for hours thinking if I just let it do its thing it would finish what ever its doing. No such luck.

I can't access the program at all. I try getting into settings to check on the firewall because I think its blocking a Firefox add on, but Norton freezes. I try and close it and windows says "progam unresponsive"

I did live update which fails to install the last of the updates. Scan seems to work fine. It doesn't find any threats,  but I can't be sure its actually looking. For all I know it might just be counting files.

Its just stuck in a loop using 97% cpu. In desparation I tried to uninstall and that gets stuck. It gets to saving settings "will take a few moments" and after an hour its still doing that. Suely it doesn't take that long.

Any ideas whats going wrong?

Whats the damage if I manually delete every norton file?

I may just have to get new computer for online use and keep this one for offline use since its XP and MS won't be supporting much longer.
