Tell us how you upgraded? Clean install or over the top? when you removed and reinstalled did you use the Norton remove and Reinstall Tool or did you remove it via Control Panel? Rn the Norton Removal Tool. Did you run LIveUpdate after install ?
Have you run any disk checks on your system ? Specifically chkdsk c: /r ? Note the gaps between letters. Or sfc /scannow. Both of these checks, by using the Run command. These will find and hopefully fix, any OS file errors. If your system comes up clean and still runs slowly, the suggestion would be to use the Norton Remove and Reinstall Tool, which will give you a fresh and uncorrupted install. This is often the best solution, and is a fairly quick process.
I would rather not do a complete removal as I want to keep my local ID safe (Thanks Symantec for removing this feature and NOT putting it back. You need to listen to your customers more often)

Same here. Windows 8 Pro x64 and Vista x64 has a simlar issue with Automatic Program monitor ON. Is there another way around this issue other than Automatic Program monitor OFF?
nyer 2011, I have the same operating system as you, with 4 gb of ram. I did an over the top install by way of the Check for New Version tab, and have noticed no lag or drag on performance, since upgrading. This may sound obvious but by keeping your system clean by regularly defragging, { by default my Windows 7 system does it weekly }, and by using a good cleaner like CCleaner, you may well notice an improvement in your boot speed
You may have quite a few programs in your start folder, and Norton offers you the facility of having some set to a delayed start.

Could you please clarify something you mentioned in post # 11? Are you saying that your boot-up is slower or faster when when you change the Automatic Program Control to OFF?
The Help article for Advanced Program Control here states in part:
OFF: Turns off Automatic Program Control. If you have selected this option, you must manually specify the Internet access settings for all inbound traffic and outbound traffic in the firewall alerts.
I might not be understanding you correctly, but it would make sense to me that your boot-up would be slower if you turned off the Advanced Program Control and prevented your Smart Firewall from automatically handling the inbound and outbound traffic of the various third-party programs you have loading at boot-up. As long as your third-party software is legitimate and is rated as "trusted" by Norton Insight, the default Program Rules generated by your Smart Firewall will allow that trusted software to communicate unimpeded through the firewall - see SendOfJive's comments here. The Advanced Program Control of your Smart Firewall should only slow down your startup if it's trying to montior a suspicious "untrusted" program that's trying to access the internet during the boot-up.

...and further to my previous post, do you have any other anti-virus or firewall software that starts at boot-up and runs in real-time protection mode (e.g., AVG, McAfee, AdAware, Spybot Search & Destroy, etc.)? Running more than one anti-virus program in real-time can create these type of conflicts. Even if you removed this AV/firewall software before installing NIS, orphaned files and registry keys left behind by the uninstall can still cause a problem. Let us know and we can provide instructions to wipe this old software off your system.
There have even been a few cases reported in the forum where a PC manufacturer's built-in network monitoring software (e.g., Asus Network iControl, Applian Network Monitor - see Iancea's post here) caused a conflict with the NIS Smart Firewall.

I tried all 3. Same issue. HOWEVER if I set the firewall to be on auto-pilot; then things are better. But that is not what I prefer. I would like to know what is going out and I want to say yes/no. That is the way I have always had it. This time around, with this new version, I experience startup slowness.

When you turned off the Automatic Program Control, you should have received a warning similar to the one below. You've chosen to disable this Smart Firewall safety feature and accept the inherent risks, and it would be impossible for anyone in this forum to know if you've blocked a critical Internet function or given Internet access to a malicious software program since installing NIS 21.x that is affecting your boot-up time (see here for more details).
I would suggest that you set your Automatic Program Control to Automatic, re-set your Smart Firewall settings back to their defaults (Settings | Network | Smart Firewall | Use Section Defaults) and use your computer for a week or so to allow your Smart Firewall to re-build your Program Rules for Internet access. You can monitor your firewall activity in your security history (History | Show | Firewall Activities) and if you still wish to do so, you can set your Automatic Program Control back to Off again after the week is over to see if your boot-up time has improved.
I would also try running a full system scan with both NIS and the free Malwarebytes Anti-Malware to see if you can find any malware on your system that could be slowing down your boot-up.
I would advise leaving your Boot Time Protection set to Aggressive or Normal. This will increase your protection during boot-up and ensure that all required drivers and plug-ins start functioning as soon as you start your computer. hojo posted comments here today about seeing slow Internet connections with 64-bit Win 7 and NIS 21.x (NIS 2014) Automatic Program Control set to OFF each time a program tried to access the Internet for the first time and create a new program rule. His solution was to revert back to NIS 20.x (NIS 2013).
I don't know if this is a bug in NIS 21.0.1.3 or a deliberate change on the part of Symantec to monitor Internet traffic more closely when Automatic Program Control set to OFF in NIS 21.x. The support article here states in part:
Automatic Program Control configures network access only for the versions of programs that Symantec recognizes as safe. Norton Internet Security blocks any infected program that attempts to access the Internet, irrespective of whether Automatic Program Control is turned on or off.
It's possible that my suggestion in post # 18 to re-set to your Smart Firewall defaults and temporarily turn Automatic Program Control back to Automatic for a week to allow NIS to build a history of trust ratings and program rules could fix your slow boot-up. If you don't want to try that then your best solution might be to uninstall NIS 21.x , wipe your system with the Norton Removal Tool, and revert back to NIS 20.x (NIS 2013) until more details about Automatic Program Control in NIS 21.x are posted in the forum.

I had absolutely no problems with start-up time or surfing the internet AS LONG AS there wasn't any program accessing the internet for that no rule has been created yet.
If a new program tried to access the internet (no matter what java - flash player - thunderbird) the internet connection was lost for every other program trying to access the internet until a rule was created. Would have been no problem if the pop up for creating a new rule would have shown up within seconds instead of 1-6 minutes.
