Welcome to the Norton Community. As I'm sure you know for NIS to break into an encrypted email stream presents unique challenges and potential security issues. You might find the following post of interest.
Just so you know, when it comes to auto-protect NIS does fully protect you even without the ability to scan as email is incoming. NIS auto-protect checks everything as it is saved to hard drive, after it leaves the encrypted data stream of your email client.
I am not saying that this cannot be overcome but it is anything but straight forward. For example how does NIS get access to the security credentials necessary to scan an SSL encrypted data stream?
